The right of citizens to participate in public and state administration, both directly and through their freely elected representatives, and the right to elect and be elected to bodies of state power and local governments play an important role in building a democratic state. International legal acts attach great importance to the exercise of electoral rights. In this regard, one of the fundamental principles for organising and conducting elections is to ensure that the citizens of the country are aware of their electoral rights and the guarantees that these rights are exercised.
These days our country prepares to hold elections for deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes at the highest level. The elections will be held on March 26, 2023, as was mentioned in the official website of Central Commission for Elections and Referendums in Turkmenistan.
Until this moment, the process of nomination of candidates for deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes are finished and the meetings of candidates for parliamentary deputies are proceeding in Turkmenistan.
258 candidates nominated by the Democratic Party of Turkmenistan, the Agrarian Party of Turkmenistan, and the Industrialists and Entrepreneurs Party of Turkmenistan, as well as candidates nominated by the groups of citizens, will compete for 125 seats in the National Parliament of Turkmenistan.
All registered candidates, in accordance with national electoral legislation and international law, are given equal rights and opportunities to organize meetings with voters. Moreover, lists of registered candidates are being published in the central and local press. In addition, their appearances on national television began.
On March 16, 2023, meetings of candidates for parliamentary deputies was organized at International University for the Humanities and Development. Kasymguly Gulmyradovich Babayev, the registered candidate from 1st “Garashsyzlyk” district electoral commission of Ashgabat, and his representatives met with the voters at the conference hall of IUHD and presented his pre-election program that will further contribute to the implementation of Socio-economic development program of Turkmenistan.
Moreover, during the meeting with voters Mr. Kasymguly Babayev answered all the questions that was asked by the participants.
Furthermore, on that day (March 16, 2023), in accordance with Article 73 of the Election Code of Turkmenistan, the Pre-voting process for the Elections of Deputies of Mejlis of Turkmenistan, members of velayat, etrap, city Halk maslahats and Gengeshes has started in our country. According to the article, citizens with the right to vote who cannot be at their place of residence on the elections day and are included in the voter's list in the relevant polling station can vote at the polling station ten days before the elections day. These activities are primarily intended for citizens who are going on a long-term business trip or vacation, as well as those who cannot come to their polling station and vote on the elections day (March 26, 2023) for any reason.
The members of the Election team of the 3rd polling station of Berkararlyk etrap of Ashgabat, which is situated at our university have actively followed this process and started receiving the early voters. All conditions are provided for voters to vote at the polling stations. Early voting in the polling stations is held from 08:00 to 18:00 every day.
Moreover, the polling station at university received guests from the observer missions of International Organizations. They have been familiarized with the organization of elections and the legislation system of Turkmenistan.
